How can I add a tag on the contents others users?

For example, I want create a new tag. But I don't see a field in which I can put it. I see only button "save". I made a printscreen.

Adding a tag to someones content

This is funny. On your screenshot, the place to add a tag is not clearly visible.
Look at the right side of the image.
There in the middle you find the text "My tags".
There *should* be an input field there, as you can see from the attached picture in my screen.

And as soon as you enter something there, it gets added to the existing tags.

The process is called "social tagging", iirc.
