xampp perl strawberry

I had that problem myself recently.. But for me it was a little more tricky.
While XAMPP is an excellent solution for windows (anyone who ever had to install php and apache on windows is glad, that XAMPP exists), for me that was not all there was to it.
I also had to install another version of perl because the default perl version of XAMPP did not do the trick. I used the following guide, that still worked for me, even though it's almost two years old: https://thiscouldbebetter.wordpress.com/2015/10/23/installing-bugzilla-on-windows-with-xampp/
